Yes, absolutely! You should be taking notes while reading! That is the best, if not the only, way to learn!
Reading "over and over and over" does not work. You have to read actively, which means reading to extract information. Read, then summarize it in writing. You will begin to put it together that way. That enables you to remember it.
Skim over the material first, then read small sections and take notes.

I like the "Pretend You Are a Teacher" method. I love teaching (I have a BS in Elementary Ed); unfortunately I don't enjoy managing a classroom. I like small groups or 1:1. or rather, me:me. My daughter in law is a COTA. The poor thing wrote down important points over and over and over, similar to a child whose been punished and instructed to do the same thing. She aced the degree and makes great money but I'm steering clear of her approach to studying, even tho I love her dearly. My little (but very tall) Megan. I've known her since she was 15.
